Have you tried looking at it from the DiskManagement MMC? There are multiple ways to start this tool- here is one. From file explorer - right click on 'This PC' - Choose 'Manage' - Under Storage choose 'Disk Management' You should see your C: drive listed here as well as any other disks in your system. If you see your flash disk, then you need to look and see if it is partitioned, formatted, and if there is a drive letter mapped. Be very careful with this tool as you could erase data if you make a mistake.:). Dave, thanks. There wasn't an item as you suggested under 'disk drives' - but after rebooting the notebook with the SD Card inserted, I can now see an SD Host Adaptor ('SDA Standard Compliant SD Host Controller').
However, when I look at 'This PC' (I am on Windows 10) via File Explorer, I still cannot see anything that looks like an SD drive listed. I'm back to square one. All I want to do is format an SD card (and a Micro SD card via an adapter) via the slot in the Notebook- but it seems not to be possible. Have you tried looking at it from the DiskManagement MMC? Based on the above and other problem reports, it appears that Dell, Asus, and Lenovo are not updating their SD drivers.
I could not find a new driver on the Dell site and found a note indicating that there was no intention to update the driver for my XPS. What did Microsoft do in Windows 10 to discourage these manufacturers from updating their SD reader drivers?

When an SD is inserted, the driver appears in the device manager and a drive letter is assigned. An update request indicates the driver is up-to-date. Uninstalling and reinstalling the driver does not help. There were popups asking to reformat the card, but don't do it because the card is not the problem. Win 7 read all my cards just fine, and Win 10 does not. There are 2 options I am aware of: use the Win 10 option to back out the upgrade and go back to the last OS, or buy a new external card reader that plugs into a USB port and live without the built-in card slot.
The Insignia NS-DCR30A2 USB 3.0 Multiformat Memory Card Reader I bought at Best Buy also works with USB 2 and reads my cards up to and including the 64GB SDXC. (An older external reader I had would not handle the 32 and 64GB cards.).
You do not need drivers for the card reader. There are NO Windows 7 drivers. (1.) Click on the Start button and then choose Control Panel. (2.) Click on the Administrative Tools a window will open. (3.) In the Administrative Tools window, double-click on the Computer Management (4.) When Computer Management opens, click on Disk Management on the left side of the window, located under Storage.

(5.) This is where you will see Drives listed. The Card Reader will be listed as 1-4. Just right click & assign Drive Letter. Right click on each of the drives 1-4 and assign a Drive Letter.
Now place your SD card in the correct slot and an a pop up for auto play will show. Now you reader works and will also show when you open COMPUTER it will show them as removable drives with proper drive letters. It took me several days to figure out after no help from HP or internet search. So when found the drives listed I just right clicked saw assign drive and it worked.
Hope a lot of people searching on internet find this reply so that it will help them get there card reader working again under Windows 7 because even there tech's don't have an answer. If the card reader is stuck with dust, it will lead bad contact between the card and the card reader. Try cleaning the card reader slot and see if this solves the problem. check if the card reader is disabled in BIOS settings. At the first screen after a restart, look for a key to press for “BIOS” or “Settings”. Verify that the card reader has not been disabled in the BIOS settings.
